Thematic Workshop on the Evaluation of the RGC Implementation

The coming into force of the RGC in 2013 took place in a context marked by the promulgation of the new constitution of July 2011, which enshrined a number of principles subsequently affirmed in the government program and which can be summarized in the following
- Improving the business environment and promoting investment;
- Simplification of procedures and facilitation of access to public services;
- Consolidation of good governance rules;
- Implementing e-government;
- The fight against corruption ...
These principles are obviously, clearly or watermarked in the provisions of the RGC, through a number of points concerning:
- the establishment of a one-stop shop for better organization of the appraisal process of authorization and planning permits;
- control of delays by reorganizing circuits and procedures with a view to speeding up the issuance of authorizations;
- clarification of the roles and responsibilities of the various stakeholders within the framework of what is given by the texts in force;
- the standardization of the documents constituting the authorization files;
Three years after the publication of the RGC and the establishment of the new system, it became necessary to mark a period of reflection and exchange on the actual implementation at the local level and to take stock of the results achieved so far.
The Federation of Urban Agencies in Morocco-MAJAL - took the initiative to bring together representatives of urban agencies to take stock of the situation and to discuss ways to improve the governance of the circuits and procedures put in place by the decree establishing the RGC.
This activity is part of the MAJAL 2015-2017 action plan, which sets out the strategic co-construction of urban public policies in partnership with the Ministry of Urban Planning and Development.
On this day of reflection and exchange, we discuss and shed light on the following questions :
- What assessment and evaluation of the three years of RGC practice at the local level (knowing that there is differentiation in implementation levels by territories and urban agencies)?
- To what extent have the circuits and procedures put in place been effectively implemented to address the concerns of the citizen and the investor?
- How did local actors behave in order to lay the foundations for a diligent and efficient administration in the management of authorization and planning permits?
- How did the administration try to respond to the content of the specifications for the organization of the one-stop shop?
- What difficulties have been encountered in the implementation of the RGC and what are the possible issues for improving current practice?
The debate on these questions will undoubtedly make it possible to review the state of the situation, to draw up a progress report since the entry into force of the Regulation, to share best practices in this field and contribute to the improvement of the Local governance in this area through proposals to be submitted to the Ministry of Urban Planning and Development.
This day will also be the occasion to network the heads of departments of urban management within the framework of a dedicated thematic club which will be a space for exchange, sharing and debate around issues related to circuits, Procedures and technical aspects of the planning permission instructions.
